My understanding is that the PIN program fixes your discount - no additional negotiations allowed.

SE or HSE trim level?

The residual value will be adjusted downward for the miles on the car; but, you should negotiate a lower selling price to compensate.

I've been shopping for a 2017 RR sport HSE TD6 for some time, I live in NYC but will be purchasing from a dealer in New Jersey. 
this weekend i was offered a used 2017 RR Sport HSE certified pre-owned with 8,800 miles, MSRP $83000 new & sale price $76,930.
Question: 
1. Is this a great deal or would I be better off leasing new?
2. what is the MF and residual on this vehicle?

Question 3 maybe a bit complicated.
I've tried calculating my monthly lease payments using the values that I've gotten here on this message board along with the calculator found on edmunds.com,  which includes tax & fees, but it doesn't seem to matchup with the estimate given to me by the dealer which also includes tax and fees.

56% and .00055 for 36/12; however, can you tell me if this is an untitled demo or service loaner, or a true CPO vehicle that has been sold and traded back? If untitled, it qualifies for new car rates. If truly used, then we don't have any details on a CPO lease program from LR.

We don't track pricing, so don't know if $6K off sticker is good or bad. Ask what the selling price would be for a new unit with 0 miles to compare. You want a much bigger discount to account for the miles.

The $3500 in negative equity will add about $100/mo to your payment. Do you have the ability to wait until you aren't so upside down?

On-line lease calculators aren't usually set up to address the tax situation in NY/NJ - those states tax the sum of the payments and collects the money up front. If you choose to roll them into the payment, you have to add the tax amount into the cap cost, which then subjects it to interest.

Carfax has it as a fleet lease in texas from 2/2017 to 6/2017 then purchased by NJ dealer 7/2017.
I built the RR sport with all features paint and interior + 21" rims on the Range Rover site for 83k new zero miles.
I've calculated and added New York state taxes and title fee correctly, 8.875% tax + $25 plate fee & $50 registration

We don't track pricing, so can't help you there. But, if you don't ask, you don't get.

Meeting you halfway on the MF is also detrimental to the overall deal.

Out of pocket should be limited to just the first payment and DMV costs - add the doc fee to the cap cost.

I think there is room to improve.

Can you engage another dealer and get them to compete against each other?

Two numbers you want from the dealer:

1. Adjusted cap cost
