First, you aren't subtracting the discount and rebate from the MSRP - the adjusted price should be $21,605. Everything else is correct, so the "total" number should be $27,031.59.
Using that with the MSRP, MF and residual I get a payment of $404/mo, so much higher than what the dealer is telling you.
A couple of notes:
In Maryland, sales tax is applied to the entire purchase price, which hurts you on a lease, since you're only using 51% of the car (per the residual amount).
Second, from your numbers it looks like you have positive equity in your car (trade value $4000 but trade payoff of $3660).

I would contact both VW finance and your local DMV to see what rules and regulations apply to end of lease purchases.

My guess is that the prices you see already include the lease cash.
Find out the net cap cost from the dealer .. that should help explain the difference in payments. Also have to consider the fees and taxes associated with a lease.
I negotiated based on the cap cost, money factor, residual value, and length of the lease which led to the monthly payments. You can look up your sales tax rate here: http://dor.mo.gov/business/sales/rates/ .
If you PM me I can share the spreadsheet I e-mailed to the responding dealers. In my case, yes, the lease cash had been factored into the cap cost. Part of what the lease cash goes towards is the acquisition fee and other fees (documentation, etc.). I'd also be happy to share the contact info of the person I used at the dealer (I'm in the STL area). If you currently own or lease a VW, they have $2k extra "loyalty cash" now available. I'd ask the details, but I wonder if you can find a $500 VW with a blown engine on Craigslist and use the title to get the $2k loyalty cash. I imagine you can turn around and sell the dead VW for a similar price if you're willing to store the thing for a bit, or just send it to the crusher and call it $1.5k instead of $2k off.
For reference, I leased a Jetta S 5MT (no other options) for 36/15 for $160/month including taxes at the end of September 2015 (keep in mind that you add the sales tax to the monthly payment in MO). Out of pocket was $205 which was my $160 first payment and a $45 licensing fee.
