People posting here are "educated" and negotiating. Since TMV reflects the average price paid, folks are trying to be above average (okay, below average ).
If you want a fair deal and hate negotiating, get a Price Promise certificate from a participating local dealer. Someone else will likely beat your deal, but you'll be in and out pretty quick without a lot of hassle.
Since you're in Arizona, home of the so-so deals (like us in New Mexico and much of Texas), the good deals are harder to come by.
You are not kidding. I have purchased many vehicles and know how to negotiate. I just can't believe how bad these dealerships are. I had one dealership try to sell me the CRV SE for $31000! They claimed they added over $4000 in dealer upgrades. The sad part is people pay it.

I hear that Nevada isn't all that great either and that some people in Vegas will buy a California car and get the dealership to drive it to the state line for delivery - supposedly that simplifies the tax situation. Typical shipping rate for cars is around $800 to $1,200.
Best bet for me is to fly/drive but that takes time, and if the deal sours when you get there, you have to buy another ticket to get home. But if you have flexible work hours, like road trips and have lots of air miles....
The other wrinkle about buying out of state is that your lemon law probably won't work and you'll have to rely on the old fitness of warranty type claims to get relief. Lemon laws were enacted to simplify the process but most of them have so many hoops they aren't all that consumer friendly anyway so it may not matter much in the end.

Why are you only considering the EX and Touring? I chose the EX-L because it has the features I like that the touring has but the EX doesn't. From the EX, the EX-L adds satellite radio, automatic temperature control, leather seats, roof rails and some other things. The only thing I would like to have that only the touring has is the memory seats. The additional cost of the touring was not worth it to me.

Oh sure, there's always been holdback. And there's dealer cash that we sometimes learn about (meaning Honda gives dealers x amount of dollars for every sale, and it's up to the dealer whether to share that incentive with customers or just keep it).
And there's bonus money for hitting sales targets or getting good survey results and who knows what else. In addition to money, there may be cruises or other rewards, deals on loaners and demos and "free" special service tools or tech training.

When I decided to trade the Impala, I chose a Kia Optima with automatic temperature control and leather seats that I missed on the prior cars. Leather seats work well for our grandchildren and our dog. Spills and dog hair cleans up much easier with leather.
My 91 year old mother-in-law had to go to the doctor the other day and the CRV worked better for her than our previous cars. The seat was about the right height as she slid in on the leather seats from her walker.

I don't think the NAV adds a thing to the resale and it might decrease the desirability. A map update costs as much or more than a reconditioned Garmin with lifetime updates. AWD is easier to sell and more valuable than a FWD since many people like me consider a FWD CUV/SUV as nothing more than a station wagon. I think the offer for the AWD EX-L to be reasonable if it is truly out the door. I once lived in Northern Virginia and quickly learned to be really careful with what the dealers say and what the real bottom line deal is.

Though CRV might be a bit high for M-I-L (tested with a rental car), it is a overall better choice for us, and yes, dual climate controls are nice and we do like leather for easier cleaning (very hot if left under the sun though). With the competitive quotes we are getting, we are leaning toward Touring.

You could argue about the fees, or shop the quote, but I bet you won't do better down there.
