That was the question I had. According to Ms. Martino it is indeed Jagger, visiting his record company (Electra) whose offices were there. I don’t think AMCs were in many rental fleets.

A story someone who was actually there posted below the pic on FB was that the band was putting the finishing touches on the Let It Bleed album at the Electra studios on La Cienega that day and someone decided that the tune "Country Honk" needed the sound of a car horn. So that's what Mick was doing with the Rambler and there was a recording engineer just out of frame capturing the sound.
It is named a 1962 Dodge Dart on TOM but I am sure they are mistaken. The Dodge had a side molding over the rear fender lacking on Plymouths of that year.

No one has mentioned the most desirable car in that lineup, a 1955 Chevy convertible in metallic green. The distinctly non-matching blue top (undoubtedly a replacement given the age of the car.)

The 65 Dodge wagon looks looks like a misfit compared to those in the car lots. Lean, square and taught (practical) styling compared to adventurous, gaudy (some) styling inspired by flight and space.
