It's possible they could be better. But, at some point, they will stop supporting leases. If purchasing is an option, then likely no harm in waiting.

Yep, that's where I would start - or, you can be more aggressive since it's the end of the model year.

No info on other discount programs.

Yes, it will stack with the loyalty incentive. The lease bonus is a consumer incentive that will be used to reduce the cap cost.
