Nope, that is instead of. You don't get the $7500 since you aren't buying the car (the lease bank is). And, the tax credit is lower if you are leasing.

MSRP - $39,965
Less GM Regional Incentive - <$4000>
Less GM Lease Cash - <$2525>
Less Dealer Reduction - <$4000>
Reduced Cap Cost - $28,940

Residual Value at end of lease (64%) - 18,383.90
Money Factor - .00088
Sales Tax - 7.75%
Normal Ware - $500 <--I asked for excess wear and tear coverage and I'm assuming this is it, but there was no additional detail on this line item.

Payment - $428.39 <--This seems a little high. I calculated this to be $359.11 (excluding Normal Ware cost of $500). Dealer didn't include delivery fees on the itemized lease.

Typo on your residual percentage.. it's 46%, not 64%.
I agree on the rest of the lease variables and incentives

When you want $ZERO out of pocket, you have to add back in the fees.
$595 acquisition fee
$440 DMV
$80 doc fee
$500 Wear and tear insurance
$550 upfront tax on rebates/acq.fee
$428 1st payment

That's $2593 on top of the 28940
$31533 adjusted CAP

I get $409/mo.+tax, which is about $10/mo higher than their quote. But, I was estimating some charges.

Instead of ZERO out of pocket, ask to pay first payment and DMV charges at lease inception. If you roll those in, you are getting taxed on something that wouldn't normally be taxed. (still under $1000 due at lease signing)

What CAP cost are you using? What is the dealer using? That's probably the difference.

Dealer quote (detailed is below). He is using 31173.77 for the Net Cap Cost

@sunil Start with looking at the numbers the dealer has given you.
The discount is $4000, not $3600.
You have upfront taxes of $599.86. That's tax on the rebate..
If you look at the dealer's numbers in the right hand column, they don't add up. Some of those items are added to the CAP cost, and some of them are taken out of your $1500 cash upfront.

Dealer's Gross CAP
$36900 sale price
$650 acquisition
$99.99 miscellaneous (unaccounted for)
$37649.99 gross CAP
-6525 rebate
=$31173.77 (that's off by another $48.78 unaccounted for)

Using their net CAP, I get $367.35+tax.. Let's assume that equals the $402 payment quoted.

$1500 upfront =
$402 payment
$599.86 tax
$529.85 govt fees
$117.75 doc/processing
=$1649.46.

That's $149.46 too much..
If you look up, you'll see that we had $148.77 unaccounted for.. That's pretty much it (within a dollar)

The $150 isn't hidden... We found it. We added up the upfront amounts, and they exceeded the $1500 you are bringing to the deal. That $150 excess is rolled into the CAP cost.
