    Who determines RV and MF numbers ? Dealer is telling me that lowest MF available is .0019. He is also telling me that RV for 39mo and 36mo is the same = 60% which sounds completely ridiculous.

    The bank sets the numbers.
    FCA dealers have three banks to choose from.
    Chrysler Capital
    Ally
    US Bank

    It's not impossible for 36/39 month residuals to be the same (see Infiniti), but it would be unusual.
    Definitely not with Chrysler Capital

    We don't have them... but, that's not far off. We've seen 9% APR, or so..
    That's balanced out by a higher residual and/or bigger incentive/rebates.
