I called him out and he said the buy rate is .00128 and BMW lets them mark it up 40bps. Is this " fair " given the discount on the car ?

No, 10K is the lowest.

The dealer’s response is accurate, but that markup is coming out of your pocket.

Not sure “fair” is a good way to judge. Try to get the lowest deal, possible. $3000 of incentives on this vehicle, and I’ll guess they are part of that selling price. Insist on the base rate
