Yes, the $3000 buildout allowance is only for the 2015 model. As far as we can tell, it's applied as a CAP cost reduction (which means it is taxed).
I found a demo 2015 328i xDrive Sport Wagon that has 10k miles on it but has every single option except Harmon Kardon:
