We don't track pricing, but in general, lease cash should be subtracted from your best negotiated price.

and just so I am understanding correctly... the residual you would be quoting is the residual value at the end of the lease, correct? So if the negotiated price on the car was $30k, with a 60% residual, the amount paid on the loan would be 40% of $30k, or $12,000 + whatever the money factor/APR would add. Am I understanding correctly? Thanks.

Sort of. The residual value is applied to the MSRP, not the negotiated price. But, the depreciation portion of the monthly payment is the delta between the adjusted cap cost (negotiated price plus taxes and fees), and the residual value, divided by the lease term.

We do not have the Kia regional numbers that include CA, so cannot confirm what you've been given.

However, the MF numbers you have are lower than the other numbers I do have, so I've no reason to believe they've been marked up on you.

I do show $4000 lease cash.

Sadly, that's sort of the idea.

I don't know of any vehicle that has a low MF, high residual and lots of lease cash. It's a bit of a balancing act to find the sweet spot for all three variables.
