Was just quoted $273 + tax per month and $500 out the door from a dealer in CA for a 2016 Passat SE. 36 months, 10K a year. Is that a good deal?

Finally got the 2016 V6 Sel premium . 10k, no cap reduction. just fees and taxes down. i had loyalty and vw partners discounts. 404/mo for 36 months. Salesman from upstate NY drove it 150 miles to me.
Local dealer didn't even believe I got the price, so I think I did well !

That's a standard initial offer.
Try to knock 500-1000 off that
My two lowest quotes 24200 and 24323 with MSRP 27640 in NY. I fan out email to about 10 dealers. Gently remind them the $750 lease cash.

Check out the VW Partner program for additional $500 saving.

Sell Price 26,815 which includes all the incentives (partner program also)

Residual= 51%

Can you confirm if this is a good deal ?

I get $297/mo + tax with those numbers. I would confirm the net cap cost; if higher than the selling price, ask what's been added.

I've been to 3 dealerships in Northern NJ and every one looks at me like I'm crazy when I mention $1,750 in lease cash. Is this offer regional?

Not as far as I know. Be advised that lease cash is factory to dealer - the dealer can choose to pass it along to the customer. 

Or not, as seems to be the case here. Keep reaching out to other  dealers – it only takes one to meet your terms.
