BTW, I asked this question of a dealer and the response was September 2018. That seems like a bit of a stretch to me but I have no history with Audi. It looks like the current model was available 03/2016 so I'm hoping the 2018 will be available around that time.

If it's the dealer, and it's 3.5% APR, then look for another dealer. That one is trying to massively markup the money factor.
I just write down what happened to me here. At first, the dealer gave me a list of banks and assume my APR is 3.5%. Then calculated out price above. Then, cause I am student, they told me I maybe qualify for a discount from Audi Fiance Center and the Audi Fiance Center is pending my rate. They can't told me exact number today. The dealer asks me to come back tomorrow after fiance center reply my rate. Another question is, I am not sure if Chicago has a special tax(8.5%) for leasing car. This messy calculation drives me crazy. Do need help. Thanks

Looks like the $1740 covers the fees and first payment. At the base MF of .00043, the payment would be $407/mo.+tax.
Looks like the money factor is marked up, as you noted, or the CAP cost is actually higher than stated. Single pay lease would take the MF down by .00060. But, I would work on negotiating down to the base MF, before considering that.
The residual is set by the bank. The dealer can't change or negotiate that.
