I think it's because this is a model year old now. VW has already adjusted the residuals to reflect that. It's dropped six points since January (the middle of the model year).

Current programs run through 10/02.

The money factor can't go down, because it's .00001.
The residuals are low (43% for 36/15), but they typically never go up, as the year progresses. They could get worse, next month.

Don't have any historical data, but a friend of mine was shopping 2016 models at this time last year. He made a deal in late October, after incentives went up. If he had waited until November, he would have garnered another $500 in incentives.
That doesn't mean that will happen this year, but it might. (or might not).

Ok - I think I get it. Incentives are $1950 right now per previous and may tick up $500 or so but residual could drop again to .42 so would really be wash? I have negotiated to $25,300 sales price before incentive on Se/ tech...

No... the $1950 is factory-to-dealer cash for leases only.
There may be other incentives that stack with that.

Sorry so am bit confused- my dealer is saying the Sell Down event is included in the $1950 in incentives/rebates they are applying- so that there would not be an additional $1000 mailed via check 6-8 weeks later. Can you please confirm they can include this in applied rebate and total is not $2950?

We only see the $1950 in lease incentives.

However, a bit of research turned up this link:

In it, there is the following language:

.** Customers will receive $1,000 Cash Back via check (allow approx. 6-8 weeks for check delivery) from Volkswagen of America, Inc. when you purchase or lease a new, unused 2017 Passat through a participating dealer from September 6, 2017 to October 2, 2017. May not be combined with service loaner, VFI, or fleet programs. Businesses are not eligible.

From that, I believe the $1000 is available when you lease.

However, the $1950 is factory to dealer incentive money, and the dealer is not obligated to pass all of it along to the customer. Seems that your dealer is withholding $1000 of the lease cash, and using the sell down promotion to supplement it.

You may want to reach out to other dealers.

The $1950 is dealer cash. You won't see it anywhere in your deal, and the dealer won't disclose it. Since you know they are getting it, negotiate a low price to account for it.

With a lease, you only have the car for a limited amount of time. Then, you'll have to buy or lease another vehicle. The manufacturer will want you to stay with them, so they make it easy to start a new lease.

If you want to purchase the car, purchase the car. There are costs involved with leasing that you won't have if you buy.
