The plate on the RO80 is from a historic vehicle series issued for vehicles over 30years old hence the H as the last digit.
I think the owner can apply for the make up of the plate and unless its already been issued and not rude or forbidden then it is issued for a fee. There are tax concessions for historic vehicles in Germany like many other countries (including UK )
I think most US states have concessions for vintage vehicles too - either via a "classic" (modern plate base) plate with reduced or waived registration fees, or a "YOM"/year of manufacture plate (vintage plate contemporary to the car re-registered to it - I have this on the fintail). There are often usage limits/restrictions for this, but I suspect seldom enforced. In WA, a YOM plate has waived annual registration fees.

I remember when I registered my YOM plates (found them at a yard sale for a quarter, decent ROI there) - at the local DOL they got an image of the plates on a photocopier (it was 1996), and that was it. I see cars with collector/vintage plates now and then in normal traffic.

A neighbor of a friend did the same thing a couple of decades ago. Wrote a lot of cheques and did a lot of detail work himself to end up with the nicest Stag around these parts. On it's maiden voyage, the newly-rebuilt engine blew up. So he got to write more cheques and wait a bit longer for the joy of driving it.

I subscribe to a couple of British classic car magazines and the word is that the faults of the Stag running gear can be rectified- but I suspect that at our end of the pond many of the fixes are unknown.

I suspect my cousin has the knowledge - and the contacts - to make things right. His dad - my uncle - had a late 60's Datsun 1600 roadster, and later in life he would buy and flip 70's and 80's Volvos.
sounds like a Pantera. At this point, unless it was a full OEM show car restoration, they all would have had the upgrades available to make it an actually usable car.

I seriously considered buying one of those when I was in my early 20s (both my parents and my older sister drove Volvos; their salesman was a happy camper.). Said salesman actually talked me out of the 1800ES, saying that a young male in a car like that would be a ticket magnet. It wasn't completely altruistic, for the same money he put me in a Volvo 164E with a 4 speed + OD. It was dark blue and invisible to the highway patrol, It could cruise considerably above the 55 MPH speed limit without drawing attention, and had a top speed way beyond my driving ability. It was also almost sinfully comfortable.

For personal property tax purposes, the value is then set at $100, and never changes. That's a huge bonus for car collectors.
With the same caveats on "exhibition only". But, my son drove the '87 325iS daily, and never got pulled over.
