Lastly, will VW pass on the federal and state tax credits as part of the cap reduction? I believe the federal tax credit is $7,500 and state (CA) is $2,500.

$7500 rebate.

You don't get the federal tax credit, VW Credit does.
The rebate is their way of passing it along to you.

I'm not that familiar with the state tax credit.. I believe you apply for that, and the state sends you the money directly. If that's the case, and you want to use the money as a CAP reduction, you'll have to fund that out of pocket, knowing you'll be reimbursed by the state, later.
