I've heard of it, but I believe it functions more like a broker - you don't get all the details you need to make a full evaluation of the lease.

Received an offer for a loaner with 4.5k on it. Seems like a good discount, base MF before MSDs applied, and nothing but MSDs, first payment, and a DMV fee up front as per best practice...

Question on the lease credit: does that come from the manufacturer and should I insist on it regardless of what deal I've agreed to on selling price? In other words, if I negotiate 15% off msrp, can I still insist on the lease credit on top of it?

Yes, exactly.

The incentive comes from BMW. Just make sure you and the dealer are crystal clear on that.

Be aware that any price the dealer quotes is likely to include all incentives.
No point in staking your claim, without knowing what the dealer's quote includes.
You won't win by saying, "Gotcha!"

The money factor is marked up from .00086

There is no federal rebate. It is a tax credit, and goes to the owner of the vehicle (BMWFS, in this case)
Some makes offer rebates to "pass through" the tax credit, but those usually come with a lower residual. BMW has chosen to keep the same residual on their PHEV models, rather than offering an extra rebate.
