As a lessee, you aren't eligible for the tax credit. But, check with a dealer for other incentives on top of the lease cash.
How I understand it is that on a lease, the tax credit comes of the cap cost. If it were a purchase, you would claim it in following year tax return.
The bank gets the tax credit, as they are the owner of the vehicle.
Some banks/manufacturers pass through the tax credit as a consumer rebate. But, in this case, it's just $2900. Most of the makes that have the bigger rebates, also have very low residuals (for instance, the Nissan Leaf has a $7500+ rebate, but the residual is in the low 30s percent range).
I actually sell the Karma Revero, we apply the full $7,500 on the cap cost of a lease. A friend of mine is also a regional rep for Porsche Financial, they do the same. The bank claims the tax credit and should pass it to the consumer in the form of a rebate. I'm not sure if other brands can only offer a 'portion', it should be the full amount that qualifies for that vehicle. I need to look into that.

You could have stopped right there. It's up to the bank and the manufacturer how they want to handle it.
The could pass along $7500 as a rebate, but put a real-world residual of 35% on the vehicle. Or, keep the credit and give the customer a residual of 55%. In the end, it's a wash. As a lessee, the customer has no claim to the tax credit. They aren't transferable.
On a 36/15 LT lease (92692), the quote I received referred to a $6900 "lease only rebate". Although the dealer said that this rebate represents the amount of the federal credit that is being passed to me, based on this thread it looks like that is the sum of the $2900 lease cash and the $4000 customer incentive. Anyone know which is right?

Those two explanations are not exclusive to each other.
The $6900 is the total of the two incentives.... and, it represents a rebate, in lieu of the federal tax credit, which you aren't eligible for as a lessee.

Seems like a lot of money for a Volt. I guess I don't consider it a $40K car, because they are giving you an $8700 rebate. Relative to MSRP, it's a decent deal.

I did not have a prior lease but qualified for a GM supplier discount from my employer. Eligible for $500 Utility rebate on top of this price. This is in San Jose, CA. I got $4300 off MSRP before they applied 6900 in incentives and the supplier discount. 30 minutes to negotiate and spent about 2 hours total. I could have negotiated a bit more but didn't wan't to spend any more time

FH Dailey Chevrolet, and their sister location in Novato, just listed a Volt Premier Lease at $2995 down, $299/mo. MSRP $39,930. I've leased 3 evs from them and can vouch for their honesty and integrity. I leased a Volt from them a month ago, similar deal. I was there recently and they have a nice selection of Premiers. They have a couple with the black/brandy leather, which is hard to find .

I'm wondering what is up with the vast discrepancy in pricing on these. They are over $30k invoice price in Omaha (MSRP like $34k or higher.) In Michigan, about 500 miles away, they are about $21k invoice price - same trim, same year, etc. Yeah I get Michigan is home of GM but still... a $9,000-$10,000 price difference in a 500 mile geographic span seems ridiculous.
And I swear there were a few new 2018s in Massachusetts for under $18,000.

ZEV states likely have extra state incentives that other states don't have. It's likely the dealers there are subtracting the incentives from their actual price (even though the incentives come from Federal/state)
I don't see anything in the way of general Volt incentives in your area.
