I'm not sure what state you do live in, but any taxes and dealer fees will always be on top of the ad payment.
Dealers aren't obligated to honor national ads (or even sell you a vehicle at all), if they do sell you a vehicle they must give you all customer incentives that you qualify for (but for dealer incentives (like dealer cash) they are free to do with as they please).
I'm not sure what ID.4 availability is like near you, nor the size of the dealerships and any other variables, but all can have an effect on how much dealers want to sell their vehicles for.
I’m in NC which is why I left that info there to show. We only pay 3% tax on the monthly payment.
Here is someone that got an S for less than the national ad.
I don’t live in VA so the tax shouldn’t be applicable to me and I mentioned that to the dealer.
This is for an S.
I keep seeing people posting they are getting S or Standard trim leases for $150/mo including taxes fees with a low down payment. Any dealer I contact is not like that.

I'd take FB posts like that with a grain of salt. Actually I just did the numbers, I call BS on that FB post.
$47000 MSRP + $699 Acq fee - $16,100 discount - $2138 due at signing ($258 1st payment and $1880 down)
= $258 a month at the 0.00001 MF after you factor in the sales tax of 6% in PA
So even if use the number's they put in that post are accurate (more on that in a bit) there is no way they got close to $147, maybe $247. I'm pretty sure this post is just your typical FB ego stroking post and they got nothing close to the deal they claim.
Regarding the $16100 in discount, I doubt that is true either. A $47,000 MSRP S Trim has $6100 in dealer cash and $7500 in customer lease incentive, that means that the dealer would have to discount it $2500, only problem is there isn't that much markup on a S so no dealer out there would take that deal. The only way they get to that number is if it's a VW partner employee program which is $500 under invoice or if they had additional incentives (Military, College Grad, etc) but at that point it's not the ad deal but some special program only they qualify for.
But even then you don't get to $147 a month on a 47K MSRP.

And, to top it off, there is a 3% lease surcharge tax in PA - so, if the normal tax rate is 6%, it would be 9% for a lease.
Talking with my local VW dealership sales manager about a lease deal on a 2024 ID.4 Standard.
I was looking for some help in determining the Residual Value/Money Factor/Incentives that he's offering for my zip code (95376).
This is my first lease and I'm trying to be responsible and do all my research to make sure I'm getting a good deal. I really appreciate any help, thank you.
Pasting below the details of the Lease Special that he sent over to me. It is for a 24 month 10k a year contract.
$149/month for 24-month lease. After a $7,500 EV Lease Bonus. $999 due at signing. Excludes tax, title, license, options and dealer fees. No security deposit. For well-qualified customers. Limited inventory available.
This isn't an offer from the dealer. It's just a re-print of the national advertisement.
Did they not give you any sort of actual quote?
I went into the dealership to get an actual quote from the sales manager.
For a 24/10k lease he offered me $264.43 a month with $2,400 due at signing. This should be with taxes included (8.25% in my zip). I also asked about rolling over everything due at signing into the monthly for a zero drive off. Sales manager quoted around $331.10 a month with $0 drive off.
MSRP on vehicle is $41,498 After dealer discount ($5,500) and rebates ($7,500) totaling $13,000 off Adding dealership vehicle coating ($995)
Their selling price comes to $29,493
With a RV of 58% and a 0.0001 MF and total depreciation of $5,424 - Would I be able to negotiate this lease down to $250 a month with $2,400 due at signing? Or is this the best deal I can get?
I also tried to get the numbers with the $10,500 off in customer cash that VW of America is offering towards an ID.4, but the sales manager was trying to tell me that it doesn't apply towards leases and only to purchases and that their website is showing a mistake... (I literally printed out the offer straight from their own website - says "towards lease or purchase". Sales manager told me its a mistake that he needs to bring up to his GM).
If I could get that full $10,500 and rebate of $7,500 then total discount off MSRP should be $18,000? Thought I would be able to get a lower monthly and drive off even if it meant having a higher MF doing it that way...
Thank you for the help! All of the information given has been super helpful in navigating how these leases work.
There is $5050 in dealer cash within that $5500 discount they are offering you. The ad also doesn't include $995 in dealership vehicle coating (whatever that is) nor tax, you don't mention a dealer doc fee, but that would be in addition to the ad too. Your MSRP is a little higher than the ad vehicle too, but they should still be able to get close, if they wanted.
The $10500 does apply with the $7500 lease cash on a lease. But they lose the dealer cash, so they wouldn't be able to provide the same discount.
The reason they are likely unwilling to run the numbers that way is because it would become apparent they are only giving you a $450 discount (the ad requires a dealer discount of $1020 on top of the dealer cash), while also charging you $995 for the coating. That effectively puts you $545 over MSRP (but you get the coating for whatever that is actually worth), if they were to make that obvious suddenly the deal doesn't seem so good.
Whether you think $545 over MSRP is a good deal and what value the coating gives you, is your personal choice, I don't know what the inventory of Standard models is like in your area.
The only other thing I can think of is that by taking the $10500 and $7500 you effectively have negative depreciation (your RV is actually higher than your cap cost), I'm not a finance manager nor work for VCI so I don't know if that causes problems or not.

Not much to add to that.
Looks like there is room to move on this, given the amount of dealer cash available. You should shop around to see if you can do better.

You can't have negative depreciation, so that does create some issues, as well. Don't know VW's policy, but some makes require a minimum of $500 depreciation on a lease contract.

Thank you, that explains why VW decided to advertise the lease payments using DC and 0.00001 even tho the 'payment' works out lower to use 0.00334 and $10500. Even if they reduced the discount, they'd end up having to charge $1300 over MSRP to hit the $500 depreciation point and at that point it's now a higher payment.
I suppose they could have changed around the rebates, but even then the payment still comes out higher.
The $10500 option is still worth pursuing on higher MSRP vehicles or longer term leases, but for the ad lease and vehicle I guess the numbers dont allow it to work.

Actually I just did the numbers, I call BS on that FB post.
$47000 MSRP
+ $699 Acq fee
- $16,100 discount
- $2138 due at signing ($258 1st payment and $1880 down)
= $258 a month at the 0.00001 MF after you factor in the sales tax of 6% in PA
So even if use the number's they put in that post are accurate (more on that in a bit) there is no way they got close to $147, maybe $247. I'm pretty sure this post is just your typical FB ego stroking post and they got nothing close to the deal they claim.
