I've test driven the optima and sonata and liked them more than I thought I would. 1st preference is SUV but if I can't get the deal I want I'll go with sedan.

I get the same payment.

VA assesses 4.1% sales tax against the entire selling price. Don't know if your cap cost number includes it or not.

These numbers are good for the top three tiers, anything 700 or higher credit score.

so, how do i show to the dealership that there is a $3200 lease cash incentive (after agreeing with a sale price), if kia.com shows incentives of only $1500 cash back?
also, can i use lease cash incentive to cover any required money down (out the door), or to reduce the monthly payment?

The $1500 is probably for purchase only. Use the knowledge of the lease cash to Negotiate your best selling price.

You can use the lease cash to either lower the selling price or to cover the upfront costs.

I've actually gone into dealerships with the Edmunds price promise and have negotiated payments for both purchase and lease using that same price. Maybe it just depends on the area.
