Dealer is telling me $689 for 39/15 for Lariat config at 61,605 MSRP, $54,085 with discounts.  Also said all numbers are different with lease so not sure which number they are basing that off of.

If the discounted price is different with a lease (and, it likely is), then you need to know that number.

That’s what I figured with that quote being so high. It’s with 0 down payment but has tax and title. The dealership is not in the same state so I have to find out what they used for that as well.

Acquisition fee is $645 and doc fee $400, tax rate 7%.

I was quoted $369 with $2400 down.

Is that correct?

And how much would that make a F-150 XLT with MSRP $50,870 and sell price $42,379 including $4,000 in rebates.

If the sell price is the same as the adjusted CAP cost, I get $332/mo.+tax, which would be a little under your quote.
But, we don't know the adjusted CAP cost. Is $2400 enough to pay all of the upfront costs? Or, are their charges being rolled over into the CAP cost?

$406/mo. plus tax on the higher priced model, given your figures and the same assumptions.
