Yes, all of MI has the same numbers.

The numbers should be valid for the dealership where the transaction is made, not where the car is registered.

You will, however, be responsible for IL sales tax.

with a Certified Dealer MSRP Discount -1,044
2018 Toyota Rav4 Factory Cashback -1,250 = 25,678
Where would my $2,250 lease cash incentive would be applied?
or does it cancel out because of the Rav4 Factory Cashback?

Document fee is set by the dealer.

Registration fees are set by the state; you can probably find them with a quick Google search for your state DMV or Department of Revenue

Can someone look over my math and see if this is reasonable. My main question is looking at the TrueCar price of the 45204 area code, the TruePrice Average is significantly lower than MSRP.

On TrueCar.com when I look up New 2018 Rav4 Adventure AWD with 45204 area code, it shows a TruePrice Average of $23,443 in the area from an MSRP of $29,695 (78.94% discount off MSRP). If I take 78.94% of the MSRP of this car ($31,585), this equals $24,933. I made this calculation to get the TruePrice Average of this vehicle.

When I use the Leasehackr calculator and input the sales price ($24,933), MF (.00001), the residual from 36 month lease at 15k miles (51%), along with lease cash ($1250), and additional fees and zero drive off. I get a monthly payment of $269 with tax included.
