I was under the impression that taxes were assessed on the monthly payment in CA, not up front. I would get clarification of the exact breakdown of the $2000 at lease signing.

What is the breakdown of the $3000? What state is this - and what is the tax rate?
Unfortunately I don't have a breakdown of the $3k. State: CT tax rate 6.35%
Using the numbers you have provided, I get a payment of about $434/mo after tax. If the entire $3000 is being used as cap cost reduction, then the payment should drop to about $343/mo after tax.

MSRP is $42249, gross capitalized cost is $38678.06, adjusted capitalized cost is $38111.03, residual value is $27884.34, rent charge is $1663.20, lease term is 36 month, monthly payment including tax is $359.99. I have to put down $950 cash including first month lease payment. Is this a good deal?

If you asked for 24 months but signed an agreement for 36 months and you have taken delivery, I'm not sure there is much you can do. The 24 month residual would be much higher than the 36 month residual on your contract, but with fewer months, the payment may be about the same.
With the numbers you have provided, I calculate a pre-tax payment of $343.47/mo, so your tax rate must be pretty low to have a total payment of $359.99/mo.
I don't know whether Lexus has complimentary 5,000 and 10,000 mile services.
Overall, I think you did just fine. $360/mo for a car that stickers at $42K is a good deal. Enjoy driving your new Lexus - the pleasure of that will far outlast any issues you may have with the details of the deal.

I think you did fine ... and, you shouldn't compare the residuals from 2 years ago to the residuals today. Lexus may be inflating the current residuals to attract more customers.
I think the lesson here is to review the paperwork very carefully before signing ... but, you're driving a pretty nice car at a payment equivalent to some non-luxury brands that I've seen.
Could have been worse. When this lease is up, come on back and check in with us before signing anything - we'll help you get the right numbers and a better deal.

The only good they are at this point is perhaps a little leverage for the other two dealers I'm working with. Anyhow, I basically asked one of these dealers to break down and give me the final numbers based on Lexus' current offer, which is 1499 due at signing and 349/month for 36 months/10k miles

You are off to a pretty good start. Those are the correct numbers and the correct monthly payment for those variables. I'd work on a lower selling price. That's really the only place to improve the deal.

Just got a quote from a dealer in Texas, doesn't seem right. They are advertising $379/mo for IS250, $0 down, 10k miles a year. Based on MSRP of $37,825

Lexus has some regional differences... we don't have the numbers for all of them. But, every region I've seen has a money factor within that spread.
the dealers got back to us, and said. 00075 is the best for the region. however since we are tier 1 credit, the best they can do is point 001. this brings the total monthly payment to be 433 a month. I feel this is still a bit high. Advice?
That's correct... if you are Tier 1, and not Tier 1 plus, the money factor is .00100.
