Nope, .00131 is the "base" rate which the dealer is allowed to inflate.
There are $3000 in incentives this month, which I suspect are already included in your selling price.

Lease numbers are .00131 and 59% for 36/10 on the 535xd. The 5K miles would reduce the calculated residual by $500-750, but you should also get a bit more of a discount from sticker as well.
In addition, there is $500 eco credit, $2000 buildout cash and $1000 Happier Holiday Adder incentives this month - use this to drive down the net cap cost as well.
Without knowing the net cap cost, it's hard to qualify the $599/mo offer. Looks good, but the devil is in the details.

We don't know the exact deduction per mile, but .20 sounds about right.
