We are seeing more of that, from BMW dealers. Bigger discount from sticker (we've suggested a target of 7%), but a marked up MF.
Ask them what the discount would be for the base MF, then run the numbers both ways and see which results in the lower payment.

The Fees that seemed normal were First month payment $489, Document $399 and Acquisition $925.
There was then "fees and Ins (upfront)" for $310.50. Is this a legit fee or a dealer money grab?
My total payment due at signing would be $2,500 ( the balance from above fees went to reduce the CAP to get to $46,601).
Is there room for improvement based on April program?

You are getting almost 16% off sticker price - not sure you can do much better than that, but it can't hurt to reach out to other dealers and get them to compete for your business.

The fleet program gives a .00020 reduction to the money factor. This dealer is marking up the money factor by .00040, before giving you that deduction. I'd shop around.

You can roll anything into the payment. We suggest paying the non-taxable fees upfront, to avoid them being taxed (though that won't matter in a few states).
If you want a car in less than two weeks, you better get busy. It will take you awhile to find out who has the car you want.
If it's a true pull-ahead program from BMW, then the only thing it requires is that the dealer buy your current car from BMWFS for market value. So, technically, no extra cost for them, but if you have a pink car with a stick shift, they may not want it.
