But, the state taxes the sum of the payments and collects that amount up front (or, you have the choice of adding that amount into the cap cost).

But, either way, anything you want in the payment has to be added to the CAP cost.
So, add the fees to the negotiated price (CAP cost), before calculating the payment. Once you have the pretax payment, calculate the total tax amount. Go back and add that amount to the CAP cost and re-calculate the payment. And, that's it.

If you are in the City of Chicago, then that changes the whole deal on taxes.
